Job Description

A well-established construction and infrastructure contractor is seeking an HR Specialist with a strong focus on Talent Acquisition to support recruiting efforts across corporate, field, and operational teams. This is a hands-on role ideal for an HR professional who enjoys full-cycle recruiting while also contributing to broader HR initiatives when hiring volume fluctuates.

The role partners closely with leadership and operations teams to support workforce planning, deliver a strong candidate experience, and ensure compliance with HR best practices—particularly within a construction and field-driven environment.

Key Responsibilities

Talent Acquisition & Workforce Planning

• Partner with department leaders to understand hiring needs and support short- and long-term workforce planning
• Manage full-cycle recruiting, from requisition intake through offer acceptance
• Open, manage, and track requisitions within the ATS, ensuring alignment with approved headcount and budgets
• Develop and execute effective sourcing strategies using job boards, referrals, direct outreach, and agency partnerships
• Screen candidates, conduct initial interviews, coordinate interview panels, and manage candidate communications
• Support compensation discussions by aligning offers with internal equity and market benchmarks
• Prepare and extend employment offers and coordinate pre-employment processes
• Track and report recruiting metrics such as time-to-fill and pipeline health
• Ensure a consistent, compliant, and positive candidate experience

HR Generalist Support & Projects

• Provide day-to-day HR support to employees and managers regarding policies, procedures, and HR programs
• Assist with onboarding activities, including new hire orientation and coordination with payroll and benefits
• Support HR initiatives such as performance cycles, engagement programs, training, and compliance efforts
• Maintain employee data accuracy within HRIS and ATS systems
• Assist with employee relations documentation and escalate matters as appropriate
• Contribute to continuous improvement of HR processes, tools, and workflows

Qualifications

Education

• Bachelor’s degree in Human Resources, Business Administration, or a related field preferred

Experience

• 3–5 years of HR experience, with a strong emphasis on full-cycle recruiting
• Prior experience supporting construction, field operations, or skilled trades hiring strongly preferred
• Working knowledge of California employment laws and HR best practices
• Experience using applicant tracking systems (ATS) and HRIS platforms

Certifications (Preferred)

• SHRM-CP, PHR, or equivalent HR/Talent Acquisition certification
